Sir,
I imagine that, owing to His Excellency the Governor's indisposition, the memorial signed by myself and other "Sterling Officers" on the subject of Exchange has not yet been forwarded to the Secretary of State. I should be glad if the following paragraph could be added to my covering letter, which has special reference to the remark made by the Secretary of State in his last despatch that officers who remitted money home in some measure recovered the loss occasioned to them by the rise in exchange.
